When the final judgement was handed out / delivered in November 2009, my husband was given a light sentence of six months' imprisonment, instead of the maximum of 30 months.

1. Is "final" needed?

2. Should it be "handed out' or "delivered"?

3. Is a comma after "imprisonment" needed?
