When the chips are down...

Hi

I understand the idiom "when the chips are down", but I don't have any idea which chips are meant here (and why?)

When the chips are down, you won't get a modicum of help from her.

Could you please shed some light on this?

Thanks,

Tom

Just a guess: Perhaps it means poker chips. When you are down chips, you aren't doing well.

And I hope that I understand the phrase correctly:

When the chips are down: when the critical time comes???

Please let me know.
