When she was a little child she ….. only to her mother.

When she was a little child she ….. only to her mother.
a)would speak (Answer Key)
b)was speaking
c)had been speaking

Source: school exam

Hi,
The answer key is odd to me because I say to myself that the usage of "would" is strange in there.

I have two questions:

1. Why do you accept "would" as a correct option in option A? Don't you think that "would" is odd to be used in option A?

2. Why can't B or C also work in the above question?

Thank you.
