When one says "a man is the office"...

Does Bush mean that "Joe O'Neill is in charge of the Office of National AIDS Policy" when he said "Joe O'Neill, who is the Office of National AIDS Policy"?

Context:

BUSH: I appreciate very much our secretary of state for joining us and Tommy Thompson, the Department of Health and Human Services secretary. I want to thank Andrew Natsios, who's the administrator of USAID. Want to thank Joe O'Neill, who is the Office of National AIDS Policy, for joining us. I want to thank Elias Zerhouni, who is the director of the NIH.
