When one card is turned up/over

Concentration is an excellent game for children and adults because it is simple and it is also a good memory exercise. During the game, players must remember where certain cards are, so that when one card is turned up, the player can find its match.

Is it the same to say 'turned over' instead of 'turned up' in the above? Thanks.
