Due to fluoride treatment, children can now grow up without horrifying trips to the dentist office when once such trips were commonplace.

What does the sentece mean?
Shouldn't the second phrase, "when once such trips were commonplace" be negitave?
Can we use "never", "still" instead of "When once"? if yes, which variations should applied?
