B. when it is a time
C. that is the time when
D. which is when (Answer)

Hi,
Option A is wrong because it has an awkward grammar and word order.
But B and C look fine.
What's wrong with B and C?

When it's time to ... is the correct form.

In this expression, it's time to [eat / go / ...] has to do with what is scheduled to happen.
