When is a Leap Year Baby 18?

A question has arisen in another place about the Legal Birthday of those born on 29th February. For example, for a person born on 29th February 2000, on what date will their 18th birthday fall for the purposes of drinking alcohol, driving vehicles, voting, etc.?
A bit of googling turned up plenty of discussion and supposition, but no authority.

Same as for everyone else: at 1201 am the day before (sic) his birthday. In this case, on 28 Feb 2018, the same moment as someone born the day after.

You seem to be confusing "the date on which their 18th birthday falls" with "the moment they reach

[nq:1]You seem to be confusing "the date on which their 18th birthday falls" with "the moment they reach their majority". The latter is as you (almost) say the first moment of the day preceding their 18th birthday, thus begging the question.[/nq]
