When i use "have been"

hi friends

i have lot of confusion using "have or have been or been "

please help me where i use this word

here i mention few lines please check grammer error

i have been paying the telephone bill regulary for two years.But last month i was not abled to pay the bill because i was in out of station .So your department people disconnected my telephone connection yesterday.

"able" is the present tense so how it come that line..

Able- is an adjective which is not tense restrictive. In other words, you can use it in any tense.

Examples:

I was not able to come to the meeting yesterday because I was down with a flu.

I will be able to return to work tomorrow.

Dimsum is correct; able is an adjective, like cold or happy. It is not a verb. Adjectives do not have tenses.

Yesterday it was too cold to go swimming.
Yesterday I was not able to go swimming.
