When he was under the influence

a. A discussion of his aggressive attitude when he was under the influence of mood-altering drugs was helpful to him.
b. A discussion of his aggressive attitude, when he was under the influence of mood-altering drugs, was helpful to him.

The question is whether
1. he had an aggressive attitude when he was under the influence of mood-altering drugs
or
2. the discussion took place when he was under the influence of mood-altering drugs
?

My feeling is that (a) corresponds to (1) and (b) to (2), but they are both a bit ambiguous.
