When eyelids open and close = blink? flutter?

She just flutters her eyelashes and the men come running!

I thought 'flutter' in that sentence is used when someone's eyelids open and close.

Q1) Is it figurative expression?

Q2) Do you usually use 'blink' when expressing your eyelids open and close?

Top answer

-- 'Blinking' is what we do without thinking; it is a normal, repeated action of the eyes to cleanse and moisturize them. We also blink when surprised or when in strong light, for instance. 'Fluttering' one's eyelids is a sort of rapid repeated blinking, and some girls can do it very seductively, especially when they want you to buy something for them.
