When do you use "to?"

There are some verbs which can take a direct and indirect object pronoun: example: I give him the book or I give the book to him. However, some verbs must take to with the indirect object. Example: I suggest the movie to him, and inversion is not possible. You cannot say "I suggest him the movie".

Question: is there a rule for this and is there a list of these verbs?
