Yes. That's right. Maybe that's an exception because the opinion may, in effect, represent the person you agree with. Or maybe there is a better explanation.

You agree with an opinion, but you agree on what the opinion is. That may seem strange or difficult to understand, but it's true. If we both have the opinion that it is necessary to treat everyone fairly, then we agree on the necessity of treating everyone fairly. At the same time, I agree with your opinion and you agree with my opinion. When I agree with your opinion, it's like agreeing with you. But when I agree on the content of your opinion, I say that I am in agreement with you about (or on) that 'opinion content'.

Suppose I measure a table to be 30 inches long. You measure it and find the same length. I agree with your measurement. You agree with my measurement. We agree on the measurement. We agree on the length of the table.

I don't know if it always works like this, but often one person or thing agrees with another person or thing, while two people agree on something. The two agree on that subject matter about which both have the same opinion. You can't agree with a subject matter.

I don't believe any of this gives you a perfect explanation, but at least it may give you some examples to think about which may steer you in the right direction.
