When do you say "Many Cheers!"?

I saw it on somebody (who's a bit famous actually)'s FB profile page,

it was an ending phrase proceded by a whole of words such as "this FB account is created to funnel my fans in to a pipiline..." and stuff.

What does it mean?

And since I brought that up,

I have one more question about the term that you used to call these phrases that end a letter or soemthing, e.g.,Best Wishes, Best regards, Take care and many others. (I remember there's this word that indicate them in general, I just somehow forgot)
