I would say that you are only annoyed if you feel the emotion that goes with it: feeling upset, angry, irritated

You may feel the same emotion if you are put out, but not necessarily. As Elanguest says, it may just be a feeling of inconvenience

- His rude answer really annoyed me

- I was put out because he arrived fifteen minutes late
