I confused about shall and shall be what is difference between 2 word. In these cause

1.A submersible mixer shall be provided for Aeration Zone 1 of each of
the three (3) new aeration tanks.

2.The Contractor shall size the mixer to provide sufficient mixing in the
zone to avoid sedimentation of sludge,
