Your examples with "shall" are in active voice, and the ones with "shall be" are in passive voice.

In active voice, the subject of the sentence performs the action.

In passive voice, the actor doesn't need to be expressed. The subject of the sentence is acted upon.

I hit John. (active voice)
John was hit. (passive voice)
John was hit by me. (passive voice)

I shall/will hit John. (active voice)
John shall/will be hit. (passive voice)

#1 is not passive; it is the linking verb 'be' with the adjective 'responsible'. 'Be' is just one verb among virtually all verbs that can take modal auxiliaries like 'should':

I shall go to Chicago. (active voice)

I shall eat thirteen T-bone steaks. (active voice)

I shall be very sick. ('be' copula + adjective)

I shall be carried home on a stretcher ('be' + past participle = passive voice)

PS: You might notice that #1 contains both the copula and 2 active verbs: 'The contractor shall be responsible...(shall) supply and (shall) test...' Meanwhile, #2 contains 2 active verbs: 'The contractor shall design and (shall) implement...'

Of course the active voice example in this post (example #2) is identical to the active voice example in your first post (also example #2), to the extent that "The Contractor" is the subject of the sentence, and is the "actor" who performs the action in the sentence. In the first sentence in this post, the use of the "being verb" "to be" is different from what we had in your first post.
This verb has many different uses. It's also very irregular, having forms like "is," "are," "am," "was" and "were."
Technically, your example sentence is in active voice. The Contractor is the subject of the sentence and he performs the action.
The big difference is that the action is not very "active." To be something is considered an action in grammatical terms.
