When can we use a noun as an adjective ?

I saw the following in a newspaper, and I am wondering whether it should be "surprise" or "surprising". As I know, "surprise" can be a verb or a noun. In which situation, can we put two nouns together, with the first one acting like an adjective ?

"It ended three days of falls after a surprise devaluation".
