when can we omit with as a preposition?

in this sentence:
make sentences beginning It looks ....
why isn't "with" there after beginning?

Make sentences beginning (with) "It looks ...".

It should ideally have quote marks. That makes the instructions clear.

I mean I would right that sentence this way:
make sentences beginning with "It looks ...."

I mean I would write that sentence this way:

Make sentences beginning "It looks ...."
Make sentences beginning with "It looks".

Either way is fine.
