When can I use to be in a sentence?

I am pretty confused about usage of to be(to be done, to be decided,is to be counted,has to be done... )Can any one explain me all this with examples and meaning?

Hi, to be + past participle is a passive form which is used when we mean someone does something, and that thing is done by the person; or to prefer something's nature... ex: Your homework has to be done before you submit it. (You have to do your homework if you want to submit it) A decision has to be made.
