When and by the time?

1. When the rain stopped, it was to late to go out.

2. By the time the rain stopped, it was too late to go out.

Do the sentences have the same meaning? If not, I'd like to know the difference between 'when' and 'by the time'.

"By the time ..." has a stronger nuance that the rain continued longer than was wanted, as if you were waiting for the rain to stop. This fits the second part of the sentence, so it would be
