When adjectives become nouns

Hi. Please help. Could we consider the underlined "definite article + adjective" phrases as nouns? Are they nouns?

The building is the grand.
This building is the new.

I think this is correct.

This building is the tallest.

Essentially, the noun is not bring repeated, to make the sentences sound better. Omission of the second occurrence of the noun simply prevents unnecessary repetition.

Essentially, the noun is not bring repeated, to make the sentences sound better. What the sentences are really saying is 'the building is the [...] building'.Omission of the second occurrence of the noun simply prevents unnecessary repetition.
