3. When will be the best moment for us to announce the good news?

I think 2 and 4 are correct; 1 and 3 are wrong since "when" can not be used as Subject. Not sure if I am right. Thanks in advance.

The first sounds most natural to me. "Would" is used more than "will." It is more polite.
