When

The Japanese avoid using 'No' except in intimate circumstances when the speakers knows each other well.

It seems to me that 'when...' is a modifier of 'circumstances'. But is it really common for 'when' not 'where' to be a modifier of 'circumstances'?

For this specific question, a Google search is kind of troublesome because Google shows us lots of examples of 'circumstances when's in which 'when's are not the modifiers of 'circumstances' but conjunctions.

Right. I can tell if it's a conjunction or not, but it takes me some time to tell if it's not uncommon or not.
