"What a jerk!" will sounds like "whatta jerk!" but if you write, there would be no need to combine the words.

Hi there, indeed whatta could means lots of things , like what a jerk, what the heack , what the F { F word }, what a dumb etc. It is used to experess wondering or surprising.

You will sound foolish using this expression unless you are an uneducated member of a street gang in one of America's inner city slums.

I completely agree.

Native speakers sound foolish when they use slang that isn't part of their natural vocabulary. If I tried to talk to my daughter's friends by saying things were "sick" or whatever it is they say, I would sound ridiculous. (Though it would embarrass my daughter, so I will keep this as a threat in family squabbles...).
