What's wrong with the sentence syntax, if at all?

A paragraph from the BBC's article:

"The San Francisco-based website was given three days to respond was also told not to disclose that it had been served the subpoena, or the existence of the investigation."

I think that the sentence ought to be supplied with the conjunction 'and' put between 'respond' and 'was' . Am I right?
