Whats wrong?

What is wrong with the following sentence? After dealing with a catastrophe, or with the many problems that afflict a great city on a daily basis; Mr. Giuliani has relied on a systematic approach that can work for any manager, in any sized business.
Mountain Girl: It contains a comma splice.
There is no subject/verb agreement.
A semi colon has been used incorrectly.
