what's wrong

The Annual Membership Fee and the Facility Charge is liable to change and are dependent upon the pending economic situation.

This is a sentence I wrote in English for a group but was told that the "is" should read "are" liable to change, who's right?

There seem to be two discrete charges here: the Annual Membership Fee and the Facility Charge , in which case you need a plural verb.

Your first verb is 'is', but your second verb is 'are'. Can you see the inconsistency?
