Hi! My name is David and I'm an English teacher from the U.S. It simply means, "why did she say that" also, it can be used as "what's the deal with that," "what's that mean?" It's slang and ver common to say when something strange happens or when someone says something strange to you and you are not sure the meaning of why they said it.
