What's to trace tails?

Is it to follow some people tightly or does it mean to court women?

The original context goes like this:"Well, there was one party, New Years' 68' in Philippines. Me, someone else, 17

Lufthansa stewardesses and a pile of blow the size of a toaster. That was a good night. I had a few laughs, I chased some tails, but trust me Dutch, you dont wanna end up like me."

What does the chasing tails here mean?

BTW. Two other tiny questions here, I don't understand meaning of "a pile of blow " even i googled it, second, why would he wanna call the person he was talking to a "Dutch"? I did hear some people say that if somebody's "in Dutch", that means s/he's definitely hateful to most people, is that what that vibe's about?(I've checked that out in dictionaries and google results as well)
