

Those are "air quotes" -- a way to show quotation marks while speaking. Usually they're used where you might say "so-called," to express sarcasm or irony. For example, if you say "I think he's doing a (so-called)"fabulous" job" with quotes around "fabulous," maybe someone else has said he's doing a fabulous job but you don't agree at all.
