What's a word(s) or phrase to describe someone who is considered useless because he is unable to communicate with, contribute to society etc., due to his lack of something.

E.g. Living in a English speaking country, if you can't speak English your basically (a)____.

Living in a English speaking country, if you can't speak English you are basically ill-equipped to function well in society.

sorry I forgot to mention, it kind of has a little derogatory quality to it like "...you are basically garbage/trash," but better sounding and not as harsh as garbage/trash.
