What's the statement

that a dean or head of college makes in the welcome ceremony for the new students?
I just really need the word here but have NO clue what it is.

Just call it a "welcome speech." (Also "fixed expression" or "common term," not "fixated term.")

Here is the opening sentence for a graduation ceremony. It's not quite the same thing, but the form would be similar for new students:
