What's the right word here?

Is the word loaded or packed correct in the situation given below?

Context : Talking about cheating in exams.

1. We had this one student in our class who would come to take exams loaded/packed with chits hidden under his clothes.

or

2. We had this one student in our class who would come to take exams carrying chits hidden under his clothes.

com/dictionary/chit Only the #1 meaning of 'chit' is in current use, in my experience. I don't know how the word is used in eg Indian English. The common term I hear is a note / notes .
