What's the relationship between phrasal verbs and prepositional phrase

For example, "we must deal with the problem"

So the phrasal verb is "deal with" and the object is "the problem"

On the other hand, the prepositional phrase is "with the problem", which is the complement of "deal"

Why can this sentence be broken down in two different ways? Is there any rule or theory behind this?
