What's the most concise way to say it ...

I would like to describe the following scenario -

3 candidates are running for a position in a county.

2 local surveys predict candidate #1 to be elected; 3 other surveys, run by other groups of people, predict candidate #2 to be elected. Another 4 surveys predict candidate #3 to be elected.

What is the most concise way to say the following:

"We will rank the candidate electability based on the number of surveys that ??"
"We will rank the candidate electability based on how many surveys predict his/her candidacy" (?)
"We will rank the candidate electability based on xxx ??"

I am stuck at "... based ON " and cannot complete the sentence, which was the reason I posted my dilemma in hopes of getting some inspiration. Any help?
