Firstly, the point vs. comma dilemma.
The most common English-language usage is this:

However, in many other languages and countries (especially in Continental Europe), you will find these roles reversed:
7.658.542.323,8774
Spaces may also be used for the thousands separators, and this is common in some countries and in scientific publications (beware that non-breaking spaces must be used):
7 658 542 323.8774 or 7 658 542 323,8774 (this last one is my favourite, because it makes more sense to me, and the one I use the most)

Secondly, the long scale vs. short scale dilemma.
In English, the short scale is used, which means that the correct way to read this number is ‘seven billion, six hundred and fifty-eight million, five hundred and forty-two thousand, three hundred and twenty-three point eight seven seven four’.
But in many other languages and countries (especially in Continental Europe), the long scale is used, meaning that, is such languages, you should say ‘seven thousand, six hundred and fifty-eight million, five hundred and forty-two thousand, three hundred and twenty-three point eight seven seven four’. This is because the position that the ‘7’ occupies is interpreted as ‘a thousand of a million’ and not ‘a billion’. This is the way that makes more sense to me.
