What's the meaning of "to"?

Hello,there! What't the meaning of "to"(in bold,italics, and underlined) as in "If you allow either party to an argument the freedom to decide on all her own definitions, that individual will have the power to win virtually any argument."

I guess the main structure would be "allow either party the freedom to...". But why not "of"?
