What's the meaning of this simple sentence?

"Should be thankful that no one was hurt in your car."
Suppose this was said by someone who just crashed his car into someone else's, to someone in that car?, would this sound offensive?
I mean, does this sound like "You should thank me for not hurting passengers in your car." or "Thank God no one in your car was hurt."?
