What's the meaning of the word "qualifier" here?

Can someone tell me the meaning of the word "qualifier" here? How do you understand it? Thanks.

Obviously, there is a great deal of planning that goes into project management.
My belief is that a best practice for every new project is identifying and sourcing the best materials and people, within budget, of course.
