What's the meaning of "nestle" here?

Hi,

Could anybody pelease tell me the meaning of "nestle" in the following sentence?

"Its suburbs nestle around air--conditioned shopping malls."



Is it a transitive verb or intransitive verb in this sentence?



Does it mean " suburbs are surrounded by shopping malls"? or "Shopping malls lie in suburbs"?
