"What's the meaning of "Cracked out"...???

lately, i lil' bit confused about the meaning of this phrase "Crack out".
"you cracked me out!"
"he is tottally cracked out!"

is there any body know the meaning of this phrase???

Don't confuse "cracked out" with "to crack (someone) up". See Philip's answer.

cracked out: in a state of extreme exhaustion cause
