What's the meaning

of narc here?

They are discussing about noisy kids playing in the condo hallway.

"When I would play foot hockey in the hall of my apt the narc grandpas were the worst."

The old men who used drugs.

Narc is short for narcotics which are drugs. I believe the word usually refers to narcotics officers who are policemen. A drug user or seller might warn other of the "narcs" who want to catch them commiting a crime. Without knowing the context, I cannot be certain about why the grandpas are being called narcs. Maybe they scolded the kids because they made too much noise in the hallway.
