What's the meaning

of camp out on tables here? I have an idea, but just wanted to make sure.

P1: "I worked at a Texas Roadhouse in a military town. A lot of the people on sundays, after church would order water with a lot of lemons. Cleaning off the tables I'd find they had used all the sugars as well. They were making their own "lemonade." Rather than pay for the kinds we had."

P2: "Ditto, same thing when I worked at Lone Star Cafe. F church people were the second-worst tippers and would camp out on tables for a long ass time."
