What's the meaning

of tops and down stream here?

"He is like 15 yards tops from the boat. I've looked a little bit into swallowing water - but I don't understand how the kid couldn't swim to the boat, it was like 3 or four strokes tops. And why couldn't he yell. For some reason I keep thinking about it. By the time they realized he was down, they looked for him but couldn't find him. He turned up down stream at the bottom, 3 days later."

Turned up - was found
