What's the meaning

of access here?

"People are put into solitary generally for either being problem inmates, or potential victims (child molesters, etc.) From the documentaries I have seen the access prisons in solitary have to privlege items vary from prison to prison. Some have books, paper + pens etc. others I believe only had access to writing materials."

also when he said potential victims, does he mean potential suspects? It doesn't make sense to me why victims of child molesting should be put into solitary confinement.
