What's the meaning

when he says or are phones where you draw the line?

"Tony, if you were the person (sitting) next to the OP (in a coffee shop) (you told him to) and he refused to turn it off/use headphones (playing audio on device), would you break the laptop in half, or are phones where you draw the line?"
