What's the meaning?

Some poster said, "I wouldn't wish bed bugs on my worst enemy." What does he mean? I thought we were supposed to wish something bad on our enemies.

"People will live out of ziploc bags (airtight, bed bugs can't crawl into them)
to ensure they don't spread the bed bugs to their offices, stores, etc". What's the meaning of living out of something here?
