What's the extact meaning for "Low Key"?

hi,

Does anyone know what the phrase "Low key" means, not lowkey or low-key? One book says it is relaxive, but I'm not sure. Even I can't find it in major dictionaries.

I noticed the sentence in that article: Some people got some massages, just tried to chill out and relex. uh, And it's just really low key.

And in the season 1 of TV Series 24, there is a line "Senator Palmer: It's self-serving to say it. I want to stay low key," In my opinion, it seems that low key here means
