What's the extact meaning for "Low Key"?

hi,Does anyone know what the phrase "Low key" means, not lowkey or low-key? One book says it is relaxive, but I'm not sure. Even I can't find it in major dictionaries. Thanks!

I noticed the sentence in that article: Some people got some massages, just tried to chill out and relex. uh, And it's just really low key.

And in the season 1 of TV Series 24, there is a line "Senator Palmer: It's self-serving to say it. I want to stay low key," In my opinion, it seems that low key here means not to cause attention.

It quit makes me confused sometime.Thanks again.

Low key here means that there was no pressure on the people to do something they might be reluctant to do - e.g. to spend more than they planned.

The president's speech was really low key.

It means that the speech did not cause people to get either extremely angry or excited.
