What's the different between 'until' and 'up to'?

There's one of my excercises:
It wasn't until/up to 1983 that Nigel could afford to take holidays abroad.

There is a difference - we use 'until' here in the sense of 'before', especially in negative clauses, whereas we use 'up to' to mean an action that was taking place up to a particular point. Think of the sentence as meaning 'from 1983, and not before, Nigel could afford holidays abroad'.

The negation in wasn't requires 'until'.
