what's the difference vs what difference does it make

How would you say this?

Who is going to drive you to work now.

What's the difference (who's going to drive me.)

What difference does it make (who's going to drive me.)

Does the part in the brackets go with the beginning of the sentence?

Thanks

Who is going to drive you to work now ? I don't understand what you are asking in the next sentences. Does it make any difference who the driver is?

They appear to be rhetorical questions, which raises the question of what kind of end punctuation they should have.
Question marks seem to be most commonly used with rhetorical quuestions, but exclamation marks may be more appropriate in the second and third questions in the OP.
